Neville, Lieutenant Governor of Manitoba: "At the AFN Annual General Assembly, First Nations-in-Assembly passed a resolution calling for the establishment of an independent commission of inquiry into the deaths of Rebecca Contois, Morgan Harris, Marcedes Myran, and Mashkode Bizhiki'ikwe." said AFN National Chief Cindy Woodhouse Nepinak. "Today, I met with the Honourable Anita Neville, Lieutenant Governor of Manitoba, to urge her to exercise her authority to immediately establish a Commission of Inquiry. The handling of search efforts by the provincial government and the Winnipeg Police Service has raised serious concerns about the adequacy and sensitivity of the methods employed and undermined First Nations’ trust in the investigative process. The independent inquiry must be led by First Nations commissioners and based on recommendations from the Assembly of Manitoba Chiefs. It must address critical gaps in the justice system, driven by First Nations laws and protocols, to guide healing and restoration for those grieving their loved ones. The inquiry must also review the conduct of provincial institutions and restore respect for families and Survivors. Key focus areas must include evaluating the responsiveness and thoroughness of the investigative process, assessing systemic biases, examining evidence management protocols, and reviewing the inaction on the implementation of recommendations from the Manitoba Justice Inquiry. Prioritizing the safety and security of First Nations women, girls, and gender-diverse individuals is essential and must be recognized by all levels of government. Today's meeting was a critical step forward. I look forward to working with The Honourable Anita R. Neville, Lieutenant Governor of Manitoba, and the Assembly of Manitoba Chiefs to ensure that this inquiry begins immediately and that the voices of families and Survivors are heard and respected throughout the process.
